Scope of This Review 2023 – 2024

Shelly Echols, a Gainesville Republican who previously served on the Hall County Board of Commissioners, represented Senate District 49 in Hall County from January 2023 until January 13, 2025. She did not seek re-election in 2024, and her husband, Drew Echols, succeeded her in the seat. A backer of local transportation funding (TSPLOST) legislation, she voted with the Republican majority on the key bill below from her tenure. (Bills voted on before 2023 or after she left office are not shown.)

1 / 1Of the key bills tracked on this site, only one came to a Senate vote during Echols's 2023–2024 tenure: she voted YEA on SB 140 with the Republican majority. Correction (Sept. 2026): an earlier version of this page listed nine 2025–26 votes cast after she left office.

Methodology. Each vote is Sen. Echols's actual position from the official Georgia roll call (legis.ga.gov), transcribed into a verified vote database and cross-checked against the published Yea/Nay totals. The chamber tally and final status (became law / died in House) are noted per bill.

Impact on Everyday Georgians

Prohibits hormone therapy and surgical gender-affirming care for transgender minors in Georgia, with limited exceptions. Supporters said it shields children from irreversible decisions; major medical associations and families of transgender youth opposed it, arguing it overrides parents and doctors and strips away evidence-based care.

Echols engaged constituents through her Senate office and Hall-county civic and local-government networks, drawing on her prior service as a county commissioner.

Documented Record

  • No recurring open constituent town-hall series surfaced in local press for the review period. A former Hall County commissioner, Echols works closely with the Hall-county delegation and local government and through direct constituent service.
